No ex post facto law, or law impairing the obligation of contracts or making an irrevocable grant of special privileges or immunities, shall be passed.

  2. Does this prevent the state from deciding, say, a class of weapons should be banned and then banning the prior legal weapons?

    This actually occurred in California.
